Ultra Music Festival Announces 2014 Dates

Ultra_Music_Festival_2014_Dates_March1.jpg

The uhntz-uhntz hasn't even died down.

But just minutes after wrapping its six-day 2013 edition with Swedish House Mafia's last show ever, Ultra Music Festival has already announced a plan for next year's insane EDM extravaganza.

"See you all next year at Ultra Music Festival 2014!" the fest's organizers tweeted, adding, "Thanks for making history with us!"
Ultra_Music_Festival_2014_Dates_March.jpg

Next year's festival is currently set for the last weekend of March, beginning on the 28th and wrapping on the 30th. But that's only three days.

So if the six-day UMF plan wasn't a total financial disaster in 2013, we can only assume that Ultra 2014 will take over the 21st through the 23rd too.

We can also guess that the fest will take over Bayfront Park for the third year in a row.

So keep fist-pumping forever, beat freaks.

Ultra 2013: Richie Hawtin Delivers Sensory Overload, No Bottle Anthems

Richie_Hawtin_Concert_Review_Ultra_2013.jpg

This year's main stage at Ultra Music Festival has seemed particularly heavy on so-called "confetti house," the lineup rife with marquee names from VIP-heavy megaclubs. But the (relatively) more underground sounds of dance music -- or at least those not so concerned with encouraging bottle sales -- lived on at a few other tents. The Carl Cox and Friends stages at Ultra 2013, two this past Friday and one on Saturday, continue to serve as a refuge for deeper, techier sounds at the festival.

As such, one of the rare treats came early Saturday evening with an appearance by techno god Richie Hawtin. Was a mass-appeal festival with shortened DJ slots the best place to hear him play? Not really -- the best Hawtin sets unfurl over the course of a club night and into the wee hours. Still, by Ultra terms, his allotted two hours seemed like a luxurious sprawl, with the full kind of narrative arc that rewards dancers who stick it out to the finish.
Hawtin's been mocked for helping create the trend for superminimal techno, but played at ear-crushing volumes, the sound yesterday was pleasantly full and dubby, locking into a robot groove from the start. Subtle variations in the tracks, carefully crescendoing song selection, and of course seamless mixing kept things moving without the flash gimmicks of many DJs on the main stage.

And yes, the kids still loved it -- thousands of revelers of a wide spread of ages packed the tent from the beginning, lost in careful concentration on the four-four. There wasn't a single easy vocal hook here, yet it was hard to turn away as Hawtin's set continued on its twists and turns until it reached a frenzied peak right after sundown.
Seemingly all of a sudden, things got very psychedelic. Bass pounded, the mid-range clanks and squeals ground along, and the hectagonal screens on the tent's ceiling lowered in an explosion of psychedelic vocals. It was totally possible to get a kind of euphoric high on the sensory overload, no bottle anthems required.

EDM News : Ultra Music Festival Phase 2: Skrillex, Azelia Banks, Sleigh Bells

Skrillex performs during day 3 of the Bonnaroo Music And Arts Festival on June 9, 2012 in Manchester, Tennessee.

The Ultra Music Festival has unveiled the second phase of its massive lineup of DJs, performers and bands that will take over Miami for two weekends in March, with highlights including EDM giants Skrillex (via his side project Dog Blood) and Martin Solveig, rappers Azelia Banks and Snoop Dogg, and rock band Sleigh Bells.

Downtown Miami's Bayfront Park will play host to Ultra over the weekends of March 15-17 and March 22-24. It's the first year of the expanded festival, now in its 15th year.

New additions to the Ultra lineup include Paul Van Dyk, The Weeknd, Pretty Lights, Steve Aoki, Porter Robinson, Madeon and Dog Blood, the side project of Skrillex and Boys Noize.

They join previously announced acts deadmau5, Tiësto, David Guetta, Armin van Buuren, Avicii, Above & Beyond, Afrojack, Bassnectar, Calvin Harris, Fatboy Slim and Kaskade. There will also be live sets by Boys Noize, Crystal Castles, Hot Chip, Matt & Kim and Yeasayer.

One of the centerpieces of this year's fest will be main stage sets by Swedish House Mafia, who have chosen Ultra as the final show of their "One Last Tour." They'll play on the first night of the 2-weekend event as well as the final night.

Last year's festival featured headliner performances from EDM heavyweights David Guetta, Armin van Buuren and Kaskade, but the biggest moment came courtesy of Madonna, who made a surprise appearance with then-newcomer Avicii.

Rides : Your Guide To The World’s Most Hated Car Culture: Donks

encyclopedia automobilia - Your Guide To The World’s Most Hated Car Culture: Donks

What's a donk?
A donk is any car on ridiculously huge wheels.
That's all it takes to be a donk? Big wheels?
Well, donks are usually big, old American cars, and they often have flashy, tongue-in-cheek paint schemes, but yeah, all it takes to be a donk is big wheels.
How come I've never seen one before?
If no one has ever filmed a rap video in your neighborhood, you probably won't see a donk around. They're popular in the South and, predominantly, amongst African Americans.
What's their deal? Why the big wheels?
It's like jewelry for your car. Back in the ‘90s if you wanted to brag about how much money you're making you could get 20 inch wheels, those are dubs. They'd be chrome, or they'd have spinners. Then you could brag about having 22s, then 24s, 26s, and on to a brief flirtation with 40s. Things have pretty much leveled out at 30 inch rims by now, though.
So it's just a way to show off?
Pretty much.
But why are they so tall? That looks dumb.
Some of these wheels are so big that you have to jack up the body of the car so the wheels fit.
Isn't that dangerous or something?
Probably not. These cars are just cruisers. It's not like they're going around racetracks or anything. On the other hand, actually, this thing is definitely not safe to drive around in.
Your Guide To The World’s Most Hated Car Culture: Donks Your Guide To The World’s Most Hated Car Culture: Donks
Uh, right. These things still look stupid to me.
Well, they're not any less dumb than those Volkswagens made into lowriders, or those huge, 12 MPG SUVs that soccer moms think they need a just to drive to the mall. Anyway, donks have a sense of humor.
Oh yeah, what's up with the Spongebob stuff?
This was a trend a few years ago to get the weirdest paint job you could on your car. It all went together with the zeitgeist in the whole culture at the time. Remember, this is when kids were wearing Blue's Clues backpacks and rapping about going stupid. It wasn't supposed to be taken seriously.
So if they're not supposed to be taken seriously, why do people hate them?
Other than casual racism?
Other than casual racism.
Well, people get butthurt when guys who build donks cut up cars that are otherwise cool. For the past two or three years, Camaros have been seriously popular with guys making donks because they're a cool car in the first place, and because they fit 30' rims pretty well. Anyway, Camaro fanbois hate to see one of their ‘performance cars' turned into a big, tall cruiser. Here's a good example right here.
Do you like donks?
Yeah, I love ‘em.
Even the ones with the wheels that don't look like they're moving?
Oh yeah, those things are sweet. You call that ‘skating.' It's not good for anything but showing off while pulling out of McDonald's, but who cares. Seriously?
Yeah, I like any weird kind of car.
Dude, you're weird.
I know.
I still don't like donks.
It's okay, they're going out of fashion anyway and in a few years nobody will drive them anymore.
Okay, so where can I go to laugh at really shitty donks while they're still around?
Go to DonkSnob.com. It's the best website ever. There's even a donk there with a toilet in it.
A toilet?
Yeah, check it out.
HAHAHA no way!
I know, right? Donks are the best.

NYE : Most Expensive New Year's Eve 2013 Parties in Miami

Fiscal cliff, shmimal shmilff. You're a baller. You aren't worried that your stock portfolio will be worthless on January 1, 2013. That's why come December 31, you can afford to be irresponsible with your money.

And there is no better city to be financially irresponsible than Miami. This is a city where you'll get a loan for a luxury condominium despite not having any tangible assets. (Real estate bubble burst 2016, here we come!)

Only one city will offer you New Year's Eve packages so incredibly expensive that you'll have Eastern European B-girls women throwing themselves at you all night long. So go on, player, live irresponsibly on December 31. Your child's private school tuition can wait.

Here are the 12 most expensive New Year's Eve packages out there. Tip is not included. But you already knew that.

shwayze.jpg
12. Shwayze at the Shelborne - $2,500
If you're rich but your trust fund is running a little low -- grandma and grandpa are so uncool -- you can score the best poolside spot to watch Shwayze perform live at the Shelborne. The $2,500 includes a private VIP cabana for 10, five bottles of vodka, and six bottles of champagne. It doesn't say what kind of vodka or champagne, but for the $2,500 it ain't going to be Dom Perignon.

santigold_press.jpg
11. Santigold at the Delano - $3,500
We remember seeing Santigold (back when she was called Santogold) at PS14 for $5. But a girl's got to eat these days. And for $3,500 you'll get poolside cabana in a "prime location," which hopefully means you can see the sweat on Santigold's brow as she sings through "Creator." Eight of your friends can join you in sharing in one bottle of champagne and one bottle Grey Goose -- yea, that's it.

slick_rick.jpg
10. Doug E Fresh and Slick Rick at Shore Club - $5,000
Delano's sister hotel also wants to take part in the fun. So if you want to check out hip hop royalty ring in 2013 at the Shore Club, $5,000 will get you the best poolside bed that you can share with 12 people. You'll also get three bottles of Grey Goose and three bottles of Veuve Clicquot -- Yellow Label. How pedestrian.

alesso_press.jpg
9. Alesso at WET W South Beach - $15,696
Now it's time to check if you've got enough on the AmEx credit line, because if you want to party with Swedish DJ Alesso the right way, you'll have to fork over $15,696 for the poolside stage table. Ten of you and your friends will enjoy four bottles each of champagne and vodka.

Thumbnail image for calvinharrismyspace.jpg
8. Calvin Harris at LIV - $18,000
We got to say, we are sort of disappointed with LIV. If there is one nightclub the personifies Miami excess, it's LIV. The fact that it's ranked so low on this list is unacceptable. So what's the "deal" at the Fontainebleau hotspot? Well, for $15,000 you can get a table right in front on the stage as Calvin Harris DJs, but $18,000 will get you the Magnum Sky Suite. Having been to LIV, we've got to say, being in front of the stage sort of trumps the sky suites -- but if privacy is of concern, we guess it's worth the price. What does $18,000 get you? Admission for 18 people, one magnum bottle of Belvedere and and three bottles of Dom Perignon Luminous -- now that's more like it.

nervo_press.jpg
7. Nervo at the James Palm Royal - $20,000
Now, before you balk at the $20,000 price tag to catch Aussie DJ duo Nervo, that gets 75 people in. Yes, 75 people! When you calculate that it comes out to about $267 a person. Not bad! There is also a four-hour premium open bar from 9 p.m. to 1 a.m., so you technically don't have to buy any bottles if you don't want to; just bring a lot of singles to tip the bartenders. But if you do want bottle service, the Private Rum Bar Room package includes a staffed private room. However, if sharing a room with 75 people is too much, the true VIP package is $15,000 and includes VIP access for 30 guests and seven bottles each of Belvedere and Moët champagne.

carl_cox_press.jpg
6. Carl Cox at Mansion - $20,000
House legend Carl Cox should be reason enough to want to go to Mansion for NYE -- and they've promised they won't kick non-mainstream DJs out of the booth anymore. So if you want to celebrate the Opium Group turning a new leaf, for $20,000 50 friends can party on stage along with Cox with five bottles of Grey Goose and ten of Moët. Oh, but we have some bad news: someone already bought this package -- the only one on our list that's unavailable.

drake_press.jpg
5. Drake at the Fontainebleau - $25,000
Lady Gaga and Tiësto have helped the Fontainebleau ring the new year in the past. This year, it's Drake ... Wheelchair Jimmy, people! He's making news these days laying claim to the acronym YOLO, but you can have your own YOLO experience for $25,000 for a side stage table. Thirty people will share five magnum bottles of Grey Goose, two bottles of Corzo tequila, and two magnum bottles of Dom Perignon Luminous.

dirty_law.jpg
4. Saint-Tropez NYE at SET - $30,000
SET is teaming up with Parisian nightclub VIP Room, to offer a Saint-Tropez style NYE. What's a Saint-Tropez style NYE, you ask? Oh, you plebeian fool, it's just the most marvelous experience ever. The $30,000 Winner's Circle VIP Package includes transportation to and from the venue (forget calling AAA for a courtesy tow!), exclusive access to the Private Trophy room overlooking the main dance floor for you and 30 of your friends, ten magnum bottles of Dom Perignon, five magnum bottles of Belvedere, and three bottles of Patron.

wally_lopez_press.jpg
3. Wally Lopez at Bamboo - $39,000
The often forgotten South Beach nightclub Bamboo is finally making waves this New Year's Eve by booking Spanish house DJ Wally Lopez. Normally, you can catch him at places like Space, but this is NYE in Miami. So for $39,000 50 people can party on the stage along with four magnum bottles of Grey Goose and four magnum bottles of Perrier-Jouët Blanc De Blanc.

KaskadeNewYearsEve2012Miami.jpg
2. Kaskade at Story - $100,000
Yes, you read that right -- $100,000. You can (sort of) buy a house for that price. But you don't care, because true ballers don't worry about the price tag. Put your hater blockers on (also know as sunglasses, ), because people will be throwing plenty shade your way as you and 50 of your friends party beside Kaskade with eight bottles of premium vodka and 12 magnum bottles of Dom Perignon Luminous.

future_rapper_press.jpg
1. Future at Cameo - $100,000
Sorry, Story. But Cameo wins the NYE game again. Last year, the Opium Group nightclub offered a $500,000 package to hang with Rick Ross. This year, the price is a bit more "affordable." For $100,000 to party with Atlanta rapper Future. The price includes recording studio meet-and-greet for five people, admission to the party for 50 people, ten bottles of Belvedere, 50 (yes, 50!) bottles of Moët Rose champagne, five bottles of Hennessy VS, and ten bottles of Patron. And that, ladies and gentlemen, is how you do NYE in Miami properly. Savings account be damned!

EDM : Recap - DayGlow Miami Life in Color: Diplo, Benny Benassi, R3hab at "World's Biggest Paint Party" in Miami

Life In Color
With Diplo, Benny Benassi, R3hab, David Solano and more
Miami Convention Center, Miami
Friday, December 28, 2012

Better Than:
Rollin' through the Sherwin-Williams store geeked up on mollies.

"Does Miami go hard in the motherfucking paint?"

Yeah, we do. We let it drip from our chin and get all in our hair. Paint makes Miami kids go buck.

Life_In_Color_Concert_Review_Miami1.jpg

The Life in Color brand (formerly Dayglow for you old-schoolers) originated right here in our city. So the LIC crew went all out with their biggest event to date. About 14,000 kids came to the Miami Beach Convention Center lookin' to make a mess and shake their furry boots. What they got was festival-level production, some booming bass, and more than a few loads to the face.

Lines formed hours before doors were officially set to open. By 7 p.m., the streets were white-washed with partiers who'd come dressed as blank slates, ready to get wet. Blank everything is the name of the game at LIC. Of course, there were splashes of neon with snapbacks, miniskirts, and kandi.

Life_In_Color_Concert_Review_Miami2.jpg

Inside, the convention center's floor was transformed into a nightlife oasis. Giant inflatable decorations hung from the ceiling, leading the way to a massive stage, complete with trampolines, massive screens, illuminated risers, lasers, smoke machines, and lots of paint hoses.

Demetrius got things started on the main stage, while various local up-and-comers held things down at a smaller second stage. Two stages was another first, as Friday's show set the tone for the future of LIC events. Organizers hope to build the brand into something more akin to a festival than the college parties of Dayglow's past.

Life_In_Color_Concert_Review_Miami3.jpg

Toward that goal, they were pretty damn successful. They upped the ante in every way, with more attendees, more performers, more headlining acts, and more paint than ever. They sprayed about 15,000 gallons of the wet and sticky before closing time, not a bucket going to waste.

Initially, things stayed pretty dry, though. The countdown began with David Solano's set. Colorful characters, including a smurf man and popular rave personality Wild Child, roamed the dance floor and stage pit, hyping up the crowd and posing to take pictures.

Life_In_Color_Concert_Review_Miami4.jpg

Solano delivered a crowd-pleasing set of favorites with a little bit of everything from Fun. to Congorock, Snoop Dogg, and Bingo Players. In the back, a big, inflated "Life In Color" logo came alive, glowing and marking the entrance to the main warehouse.
The countdown came to its exciting conclusion at 10:30, right when Afrojack's protégé R3hab took over control. Right away, he got down and dirty with the hard electro as sirens blared and long streams of pink, yellow, and green came spewing from giant hoses on stage. Anyone in the first twenty rows was soaked and tracks of the goopy made their way to all corners of the floor.

Life_In_Color_Concert_Review_Miami5.jpg

R3hab kept it hyphy for his hour before making way for Italian superstar Benny Benassi, who hit the stage with a well-timed balloon drop and a few hundred extra gallons of water-based paint. He kept the vibe going with house bangers like "Bullet," "Atom," and Swedish House Mafia selections. The kids got all excited for his hits "Satisfaction" and "Cinema," the latter of which he mixed, as per usual, with the popular Skrillex rework.

Meanwhile, the onstage insanity continued to ramp up. Astronauts did acrobatics from the ceiling, dudes in jump suits ran up risers flanking the booth, doing flips on trampolines. Giant robot-men in LED suits attacked the stage and mingled among the dancers.

Life_In_Color_Concert_Review_Miami6.jpg

But shit got really live when Diplo hit the decks. He jumped on top of the booth, demanding that everyone kick their shit up a notch. He hopped down and got low into the trap. And though he threw out a bunch of genres, the set stayed pretty damn hood from beginning to end: Rick Ross, R.L. Grimes, Waka Flacka, Flosstradamus, all the hits.

The sexiest hit of the night was his original bounce track "Express Yourself," for which he momentarily stopped the music to invite some ladies to clap their booties on stage. Miami's got some ratchet hos, don't you know?

Life_In_Color_Concert_Review_Miami7.jpg

As the clock closed on 2 a.m., the lasers faded and a deep voice boomed about the creation of earth, man, and house music, finishing with a dark bit about dancing with the devil, announcing the appearance of the famous Devil of Acapulco. The green-eyed laser monster ended the night with a few minutes of hardstyle beats and impressive production.

But just as suddenly as the Devil had showed up, the warehouse lights were flicked on, revealed the utter mess that LIC had made of the Miami Beach Convention Center. It was a paint massacre, thousands of kids drenched in watery rainbow filth. They made their way out the exit and into the streets, probably horrifying loads of strangers by their sheer numbers and insane appearance.

Rest in peace to all the leather seats that got wrecked on the ride home.

Critic's Notebook

Personal Bias: There's nothing quite like going in to a party lookin' like a pristine canvas and coming out a Technicolor blob.

The Crowd: Partiers aged 17 to 20-something who aren't afraid to slip and slide for the bass. Some famous Miami athletes were there. Oh, and Timbaland.

Worst Thing to Hear When Tripping: "Demons, look around you, they're everywhere."

EDM : Deadmau5 returns to festivals at Ultra 2013

Image for Deadmau5 returns to festivals at Ultra 2013 As the man who once famously decried “these fucking festival things”, the ever-opinionated Deadmau5 might not have been the first person you’d pick to sign on for one of the biggest festivals in the world. But if you’re going to return to the festival stage, there’s no grander way to do it than with Ultra Music Festival. In 2012, Miami’s colossal event brought over 165,000 punters to town to catch a lineup that spanned everyone from Avicii, David Guetta and Tiesto to Kraftwerk, New Order and Carl Cox. But in 2013, Ultra’s upping the ante even further: expanding to two weekends (a la fellow festival juggernaut Coachella), staging two separate three-day festivals over March 15-17 and 22-24. Deadmau5, those planning the UMF pilgrimage should be pleased to hear, will be there for both of them.
“Well, I caved in,” man-behind-the-mask Joel Zimmerman tweeted over the weekend. “There was just too many of you guys asking me to play at ultra this year, so im doin it for you guys! :) viva la horde.” And if you were wondering what that means for January’s anti-mainstage spiel, Zimmerman was quick to clear things up. “I guess if you want something to change… you gotta change it yourself,” he posted. “Day 1 of the Ultra show production prep starts today.” Ultra’s confirmed that the mau5 has closing honours on the Saturday night of each weekend.
So who else will Miami be welcoming to town come March? So far, all we know is that Deadmau5 will be joining Swedish House Mafia, the Swedes playing the final shows of their career over both weekends. The rest of the bill is under wraps for now, but you can bet it’ll be huge. “This is a unique concept from anything ever done before in our space, as it will be two weekends…two unique experiences,” the festival’s co-founder Russell Faibisch promised earlier this year. “There are a lot of incredible plans and surprises lined up for everyone attending our 15th Year Anniversary!”

Miami - Bal Harbour cops spent lavishly with seized drug loot

The Bal Harbour Police Department is under scrutiny not only for how it seized drug money, but how it spent the money.

Bal Harbour police chief Thomas Hunker's department is under scrutiny not only for how it seized drug money, but how it spent the money.
Flush with millions of dollars seized from drug dealers, Bal Harbour police financed a freewheeling spending spree: $3,200 for a Miami-Dade police chiefs golf outing at Miami Shores Country Club; $1,000 for two nights’ stay at the Ritz Carlton Hotel in San Juan, Puerto Rico; and thousands more in sumptuous meals at Carpaccio Restaurant in the Bal Harbour Shoppes.
There were trips galore to Home Depot and Party City, for items such as cooking fuel and folding tables and chairs; to Publix and BJs Wholesale Club for food platters, dessert trays and picnic supplies; to BrandsMart USA for a flat-screen TV, a microwave oven and other appliances.
What did these expenses have to do with the department’s duty of serving and protecting Bal Harbour?
Little to nothing, according to the findings of an investigative report released last week by the U.S. Department of Justice that slams a Bal Harbour police task force that traveled the country picking up drug cash and laundering it during undercover investigations. The Justice Department said the task force laundered more money for criminals than it seized, and made no significant arrests or prosecutions — but spent the cash it did seize lavishly on salaries and benefits for officers, exceeding government spending guidelines with first-class flights, luxury car rentals and posh lodgings during undercover operations.
Catered DUI stops
Even when police were not working undercover, they tapped federal forfeiture funds to buy hundreds of dollars worth of pizzas, sodas and snacks for Mothers Against Drunk Driving events or Crime Watch meetings, and they pulled out all the stops for DUI checkpoints, which frequently became occasions for catered cookouts for the cops, according to Bal Harbour credit card statements.
Expense records show Bal Harbour police routinely spent hundreds and sometimes thousands on party supplies and other items that had little to do with actual law enforcement, such as $1,500 worth of Apple iPads and accessories purchased at the Aventura Mall in August 2011 for a drug-prevention event.
Bal Harbour officials have declined to comment on the array of purchases made under Police Chief Thomas Hunker, who is accused of professional misconduct in the Justice Department’s investigative report. He was suspended with pay by the village last week.
Bal Harbour’s mayor, Jean Rosenfield, said she will reserve judgment on Hunker pending the outcome of an investigation into related allegations that the chief sold his influence for gifts, interfered with arrests and prosecutions, and landed a deal on his wife’s personal Jeep after the police department bought several vehicles from the same dealership.
“People can allege anything,’’ she said. “I want to know where these allegations came from.’’
However, some Bal Harbour residents said they are outraged by the Justice Department’s report and the revelations that the village police are conducting undercover operations in far-flung locations that have nothing to do with their small coastal community.
“This is Southern Florida,’’ said Neil Alter, who lives in the Balmoral complex. “Why are we pursuing criminals and drug traffickers who are on the West Coast of the United States? To what degree does it serve the Bal Harbour community?’’
In October, the Miami Herald reported that the village police department — a small town force heretofore known for writing traffic tickets — conducts undercover operations all over the country, and was under federal investigation for allegedly doling out hundreds of thousands in payments to informants, running up $23,704 in one month for cross-country trips with first-class flights and Cadillac and Lincoln Town Car rentals, and misspending seized funds on salaries and benefits for contract officers who work on the money laundering unit.
In a rare move, federal officials froze more than $8 million that Bal Harbour helped confiscate under the program, and the Justice Department now wants the village to hand over more than $4 million.
‘Jealous’ feds
The village police chief since 2003, Hunker, 61, is about to complete the third year of a four-year employment contract that pays him a base salary of $141,959.80 a year, and provides him with a car, health insurance and pension plan.
He has hired a criminal defense attorney, Richard Sharpstein, who denied the allegations and lambasted the Justice Department for airing unproven accusations in public.
“It’s doing nothing other than slurring and smearing Tom’s reputation unnecessarily and wrongfully,’’ said Sharpstein, who vowed that the chief would be vindicated.
Sharpstein said the Justice Department’s investigation was motivated by professional jealousy — and the federal government’s refusal to share millions seized by village police from drug dealers and money launderers.
“What this is about is they’re holding about $8 or $9 million that’s due and owning to Bal Harbour that they don’t want to pay. This has a lot to do with that,’’ he said. “They’re jealous because he got this money and they want it.’’
Indeed, Bal Harbour’s force became a massive cash generator after Hunker broke from the federally sponsored South Florida Money Laundering Strike Force and partnered with the Glades County Sheriff’s Office in Central Florida to form the independent Tri-County Task Force, which included police officers contracted out of retirement and based in New York, Southern California and Florida’s West Coast.
In the first year of the task force’s operations, Bal Harbour increased its share of federal payouts from drug seizures fourfold over the previous year: from $240,689 in 2008 to more than $1 million in 2009.
By 2011, Bal Harbour police helped reel in $5.1 million — more any other law enforcement agency in Florida.
But according to the Justice Department’s findings, the task force operated like a rogue unit.
Unlike other multi-agency task forces that investigate money laundering and drug trafficking, Bal Harbour police had no federal sponsor looking over its shoulder.
Its detectives made no arrests related to money laundering, and never presented a case for prosecution for money laundering, according to the Justice Department. The unit produced no investigative reports.
Instead, the Justice Department said, task force officers spent their time managing informants and picking up cash from drug dealers — with no limits on how much money an undercover cop could collect, and no standard operating manual for handling the large sums that sometimes exceeded $1 million.
A typical operation would begin with a task force informant receiving a phone call from a money broker, who acted as a middle man between the drug dealer and the money launderer. One of the task force’s undercover detectives would then arrange to pick up the cash, and coordinate the operation with DEA agents.
But DEA agents rarely took possession of the cash. Instead, task force detectives would deposit the money into undercover bank accounts maintained by Bal Harbour police. According to Justice Department investigators, Bal Harbour never audited those undercover bank accounts.
From the undercover bank accounts, the money would be wired throughout the country according to the money broker’s instructions.
Divvying it up
The role of DEA agents was to conduct surveillance of the people who dropped off the money to the undercover detective, and then make the arrests, according to the Justice Department.
Any money associated with the arrest was then subject to federal asset forfeiture.
Once the seized cash was released by a judge, the Justice Department kept 20 percent and distributed the remainder to the participating law enforcement agencies in line with the amount of hours, intelligence and personnel each contributed to the operation.
In three years, the Bal Harbour-led task force conducted 227 money pickups and laundered $56.2 million, the Justice Department said..
In conjunction with the pickups, the task force claimed 84 arrests and $49.7 million in cash seized.
But those arrests were conducted by other agencies, and Hunker was unable to provide federal investigators with a single example where task force cases were presented for prosecution by the Florida State Attorney’s Office.
What’s more, according to the Justice Department, Bal Harbour officers routinely inflated the hours worked on each operation, citing 2,000 hours in some cases and 4,000 hours on others.
In one email exchange between a Bal Harbour police captain and a DEA agent in May 2011, the federal agent writes to the village officer regarding the amount of time claimed: “Good thing you and Vargas don’t have to justify 4,200 hours!! COME ON MAN.’’
When asked by federal investigators why he claimed so many hours on the forms, the Bal Harbour police captain answered that he thought he was allowed to list a running total of hours spent on all money laundering investigations, and not just the hours specific to one operation.
Timothy Wagner, director of the South Florida High Intensity Drug Trafficking Area, a federal program that coordinates multi-agency law enforcement efforts, said federal agencies have very specific guidelines for undercover investigations of money laundering and drug trafficking.
If a law enforcement agency wants to form a task force under the HIDTA umbrella, he said, that agency must present a strategy with “a worthy end game.’’
“We look for the organizations that you’ve dismantled,’’ he said. “Arrests and seizures are a means to an end. The endgame in a HIDTA world is to disrupt and dismantle organizations that are trafficking in drugs or drug money or drug violence.’’
Bal Harbour police’s endgame was not so much about building criminal cases as it was about seizing cash, said Brian Mulheren, a resident of Carleton Terrace and a retired officer with the New York Police Department.
“Why would we be connected to Glades County that’s nowhere near us when there’s a task force in Miami that we should be part of,’’ Mulheren said. “It’s not for the benefit of the residents of Bal Harbour, and not for the benefit of the residents of Glades County, but to go out and get money.’’
